Philip Chong is the founder and CEO of People Ventures. Philip spearheaded People Venture's formation in his 7th year as QARI/Wutabon President and CEO. During those seven years, he has grown QARI's reach and expanded programs to meet immigrant communities' evolving needs, expanding services to the Greater Boston region, Rhode Island and New York City. Seeing that balancing stable employment and accessing brick-and-mortar services was a crucial difficulty experienced by new immigrants, Philip also founded Wutabon, QARI's sister organization, to respond to these needs through innovative immigrant workforce development programming (including immigrant workforce recruiting, training, and onsite wraparound services).
Philip’s prior experience features roles in management consulting and venture capital for pharmaceutical, telecommunications, healthcare, and higher education organizations. He also serves as a member of the Board of Governors of Quincy College, Board of Directors of South Shore YMCA, and Board of Directors of Quincy Chamber of Commerce.
Emily Canner is the Chief Operating Officer for People Ventures. She started at QARI in 2019 focused on strategic relations and communications, and has since grown with the organization to shape pivotal strategic direction and programming. Emily has overseen the development and implementation of several major initiatives, including the founding of Wutabon, and carries a strong expertise in grant development and management, fundraising, operations management, and strategic partnership development.
Prior to joining QARI, Emily worked as a Communications & Legislative Director for Massachusetts State Representative Tackey Chan, where she oversaw communications, constituent services, and public engagement for the Representative and Joint Committee on Consumer Protection & Professional Licensure. Prior to this, she managed professional exchange programming through the U.S. Department of State International Visitor Leadership Program (IVLP) at WorldBoston.
Emily has an MSc in Global Health Policy from the London School of Economics, and a Bachelors degree from Northeastern University.
Dottie Murphy is the Chief People Officer at People Ventures. In this capacity, she works with affiliate organizations QARI and Wutabon as their Chief People Officer to oversee all human resources activities, policy development, and strategy.
Dottie is a seasoned HR professional with 17 years of experience in employee relations, talent management, recruiting, human resources administration and information management. Prior to QARI, Dottie spent seven years at Medical Resources Home Health Corp, where she managed training and all human resources matters for over 1,000 employees across 11 offices, including administrative and clinical employees. She has also previously worked at Environmental Fire Protection, Inc, supporting the construction business within every area of human resources, including recruitment, licensing/training and employee relations.
Dottie leverages her professional expertise built through her work with organizations from various industries to help organizations build robust and contextualized HR systems and workflows that are adapted to meet sector and business-specific needs.
Paul Shaw, LICSW, BCD, LMFT is an experienced Behavioral Health Executive and Clinician with significant leadership experience in hospital and outpatient services, including operations management, program and business development, mergers and acquisitions, policy and planning, and training and supervision. His prior executive positions included Chief Clinical Officer/Vice President, South Shore Mental Health/Aspire Health Alliance, Vice President Fuller Memorial Hospital, Clinical Superintendent, Department of Mental Health, Executive Director, Duxbury Counseling Services. He has been active in the Asian American Community while serving as Board Chair of QARI, Massachusetts Asian American Commissioner while also developing Asian Counseling Services.
Ms. Jean Yang is the President and CEO of Vinfen Corporation, a not-for-profit organization dedicated to serving people with mental illnesses, intellectual and developmental disabilities, and other life changes.
Jean has twenty years of business and policy experience in the health care industry spanning across payer, provider, and government in the New England region. Prior to Vinfen, she was the President of Public Plans at Point32Health, where she led the company’s business segment that served Medicaid and other low-income populations. She also served as the Executive Director of the Boston Children’s Hospital Integrated Care Organization, where she led the development of the hospital’s inaugural Medicaid Accountable Care Organization. As a former public servant for the Commonwealth, Jean led the complex effort to implement the Affordable Care Act in Massachusetts, as well as being a policy influencer through her service on the Health Policy Commission and Group Insurance Commission.
A native of China, Jean is a graduate of Peking University in Beijing and Harvard Business School. She is a 2017 awardee of Boston Chamber of Commerce’s Pinnacle Award.
Julie Wilcox is founder of Julie Wilcox Wellness Consulting, co-founder of ISHTA Yoga, author of The Win-Win Diet: How to be Plant-Based and Still Eat What You Love, and adjunct professor of Leadership and Wellness at Simmons University. Julie earned her Master of Science in Nutrition and Dietetics at New York University and her Bachelor of Arts degree at Harvard College. She serves as Executive Wellness Director of Jewish Orthodox Women’s Medical Association (JOWMA), which provides health and wellness education to the Orthodox Jewish community and supports a network of current and future Jewish female physicians. Julie brings her expertise to numerous other non-profit organizations as well, is a writer and content creator whose articles and videos have been featured in Forbes, Fox News, MindBodyGreen, and Parade.
Along with People Ventures, she also sits on the board of Beracha Foundation in Israel.
Dave Anderson is the Former Senior Vice President / CFO of WORK Inc., and is also an ex-CEO with a demonstrated history of working with companies in the Non-Profit, Technology and Manufacturing industries. He is skilled in Nonprofit Organizations, Operations, Real Estate, Program Development, Financial Reporting and has strong For-Profit US-based and large-scale international operations experience including Strategic Planning skills, and Board of Directors positions.
As a Board member of People Ventures Inc. and former Board member of QARI, his focus is providing guidance to the organization which strengthens and expand the strong charitable social mission of the organization in helping the immigrant community.

Christopher Lim, M.D., is a psychiatrist and Medical Director of Population Health Services at Boston Medical Center Health System (BMCHS). He leads behavioral health initiatives for and oversees behavioral health performance in BMCHS's value-based contracts. Christopher is also an Assistant Professor of Psychiatry at Boston University Chobanian & Avedisian School of Medicine and is the author of over 20 peer-reviewed scientific publications. He has served on the American Psychiatric Association's Committee on Integrated Care and Mental Health Services Conference Scientific Program Committee. Previously, Christopher served as a Project Leader at Boston Consulting Group and was a founding team member and Chief Medical Officer of Cartwheel Care, a growth-stage school-based mental health company. Christopher graduated summa cum laude from Harvard College, earned his M.D. at Harvard Medical School, and completed adult psychiatry residency training at Cambridge Health Alliance / Harvard Medical School. In addition, he is a concert pianist and holds a Master of Music in Classical Piano from New England Conservatory.
