The Rise of QARI and Wutabon
Over the past 23 years, QARI has grown to become a powerhouse of support for immigrants, not just in Quincy but across Massachusetts, Rhode Island, and New York City. The organization’s success has been driven by partnerships, collaborations, and a deep understanding of the needs of the immigrant community it serves. They have a wide range of programs, including multilingual information and referrals, adult education, workforce enterprise initiatives, health access programs, youth programs, and cultural events.

In the spirit of furthering innovation, QARI founded Wutabon, Inc. in September 2021—a subsidiary focused on workforce development for immigrants. Wutabon’s unique model offers direct employment pathways for immigrants, along with on-site English language programs, citizenship support, health and wellness services, and other wraparound social services. Wutabon quickly made its mark by partnering with Boston College, Beth Israel Deaconess Hospital-Plymouth, and Hilton and Marriott Hotels. QARI and Wutabon also became the first non-profit Amazon Delivery Service Partner (DSP) in the nation. This venture not only created hundreds of job opportunities for immigrants but also provided essential social services at the workplace.
With success came recognition and support. Senator Elizabeth Warren championed Wutabon’s cause, securing congressional funding for their workforce initiative. QARI also won a landmark grant from the Centers for Disease Control and Prevention (CDC) for its health equity initiative in New York City and Massachusetts and received Massachusetts licensure to launch an outpatient mental health clinic providing bilingual services in 2023.
As QARI and Wutabon grew in reach and scope, it became clearer that a new operating model was needed to streamline how these organizations were run in order to continue expanding our programs and maximizing our impact. In March 2023, fueled by the momentum of recent achievements, QARI's Board of Directors formed a governance committee to create a new parent nonprofit entity—People Ventures. This entity would house QARI, Wutabon, and future subsidiaries, offering centralized administrative services and strategic support to drive even broader growth and impact across the region.
